EMERGENCY RELIEF GRANTS TO STUDENTS – HEERF III (ARP ACT)

INSTITUTIONAL QUARTERLY REPORTS FOR CARES ACT

PREVIOUS HEERF REPORTS

Northwestern College  (OPE ID: 012362) received education stabilization funds under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), Public Law No: 116-136. This Fund Report applies to the student portion received under the Higher Education Emergency Relief Fund that is designated exclusively for emergency financial aid grants to students.

The institution appreciates that Congress and the President have made these critical funds available for eligible students who have expenses related to the disruption of campus operations due to the coronavirus pandemic. We take receipt of these federal funds seriously and are distributing them in accordance with the CARES Act and implementing guidance.

The institution is making the below information available for transparency purposes and in compliance with the U.S. Department of Education’s (“Department”) Electronic Announcement of May 6, 2020.[1] For questions or concerns regarding this Fund Report, please contact Laura Pollastrini, Government and Public Relations Director, at [email protected].

August 28, 2020: Revised Notice for the Student Share Public Posting Requirement for HEERF Grantees. The Department is publishing a revised Electronic Announcement (EA), originally dated May 6, 2020, that describes the public reporting requirements for Emergency Financial Aid Grants to Students. This revised EA, in conjunction with approved information collection under OMB control number 1801-0005, requires grantees receiving awards under Section 18004(a)(1) of the CARES Act to publicly post certain grant information on the institution’s primary website as part of the reporting requirements under Section 18004(e) of the CARES Act. This revised EA maintains the same seven reporting elements, but it adds a clarifying footnote for reporting item four and decreases the frequency of reporting after the initial 30-day period from every 45 days thereafter to every calendar quarter.

Grantees posting a 45-day report on or after August 31, 2020, should instead post a report every calendar quarter, with the next calendar quarter report due by October 10, 2020, and covering the period from after their last 45-day or 30-day report through the end of the calendar quarter on September 30, 2020. The revised reporting notice is available in the Federal Register Here.

For questions or concerns regarding this Fund Report, please contact Laura Pollastrini, Government and Public Relations Director, at [email protected].

  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $1,029,287.00
  3. The total amount of emergency financial aid grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is $514,644.00
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, as of the date of this Fund Report is 574.
  5. The total number of students who have received an emergency financial aid grant under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is 548.
  6. The methods used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act are provided at Attachment A.

NC established the DOE Emergency Relief Fund Policy Committee to review the parameters set out by the Congress in the federal CARES Act and to draft a policy to determine how these emergency relief funds would be managed and dispersed to eligible NC students. The Committee narrowed the options to two:

  1. Establish an Application Process whereby all students would have the option to submit an application setting out the individual expenses incurred by the disruption of their college education, caused as a result of the Coronavirus pandemic. In order to be complete, supporting documentation, including receipts and/or notices from employers, landlords, mortgage companies, daycare providers, etc, would be required as part of the application. Decisions on the amount of emergency grant funds for each applicant would be based on the need professed and Checks would be distributed to students via US Mail. OR
  2. Establish a Formula to Distribute all Emergency Funds Equally to All Students, whereby all requirements and limitations set out by the CARES Act would be taken into account. The total amount of funds available would be divided equally among all eligible NC students. Upon NC’s receipt of these federal funds, checks would be distributed to students via US Mail following the student’s email confirmation of home address and signed agreement to spend any funds given in accordance with the terms set out in the CARES Act.

Option #2 was agreed upon – establishing a Formula to Distribute all Emergency Funds Equally to All Students.

The College then:

  • Set the formula to calculate the total emergency grant for each eligible student using the total amount of funds allotted and dividing by the total number of eligible NC students (as set out in The CARES Act), thereby providing an even distribution of all emergency funds allotted for NC students by the DOE.

$514,644.00 (total funds) ÷ XXX (total eligible students) = $X,XXX.XX per eligible student

**   Numbers to be inserted in the above formula will be determined as of the date said distribution checks start being printed, when “eligible” students can be accurately established.

Upon attaining full access to the funds (following distribution by the US Department of Education, attaining authorization and access to the funds by a single NC employee, and the clearing up of inadvertent bank actions which caused  delay), the College intends to proceed as follows:

  • An email Notification of Emergency Funds Grant will be sent to all eligible students from a specially created email address for the college, [email protected].
  • In order to receive emergency grant funds, eligible students must respond to the notification email and:
    • Provide confirmation of their current home address; and
    • Confirm they have been financially harmed by the COVID-19 pandemic and agree to use the funds in accordance with the CARES Act conditions by providing an e-signature via Docusign.
  • Upon confirmation of home address and a properly e-signed agreement via Docusign, a check will be cut to that student in the amount determined pursuant to the formula set out above. The check, along with an informational letter, will be placed in the US Mail and sent to the address provided by the student within 7 days of receipt of their email confirmation.

  1. Northwestern College signed and returned to the Department the Certification and Agreement [for] Emergency Financial Aid Grants to Students. Northwestern College has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students.
  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $1,029,287.00
  3. The total amount of emergency financial aid grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is $487,680.62.
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act, as of the date of this Fund Report is 439.
  5. The total number of students who have received an emergency financial aid grant under Section 18004(a)(1) of the CARES Act as of the date of this Fund Report is 416.
  6. The methods used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act are provided at Attachment A.
  7. Any instructions, directions, or guidance provided by the institution to students concerning the emergency financial aid grants are provided at Attachment B

** ADDITIONAL NOTE 1: The total amount of HEERF Emergency Financial Aid Grants for Students received by NC was $514,644, of which 100% will be disseminated to eligible NC students.

** ADDITIONAL NOTE 2: Over the past 30 days NC has prepared internally to access the funds and set up its internal control policies and procedures, therefore it has not disbursed any student relief funds. Further encumbrances included the need to have the US Department of Education authorize and provide access to the funds to the NC designated “Project Director”, an NC finance employee (NC could not access the funds upon initial receipt). Second, the Bank where the funds were deposited inadvertently reverted the funds back to the Federal Government. Following discussions with both the Bank and Department, the funds were reissued in the last few days of the 30-day period. The College is now moving forward according to its Policies & Procedures and expects to begin distribution of the funds within the next week.

Attachment A

  1. Provide confirmation of their current home address; and
  2. Confirm they have been financially harmed by the COVID-19 pandemic and agree to use the funds in accordance with the CARES Act conditions by providing an e-signature via Docusign.
